RX 7900 XTX fans aren't spinning
I noticed on the AMD program it said my fans are 0rpm, then I checked and they really aren't spinning. Do they only start to spin when they hit a certain temp or something, or should they be spinning on idle?

The default settings for my 7900xtx is that its zero rpm until 50-60 degrees. You can change it if you want but i dont see any point to it.
If you are only watching youtube/browsing you gpu will never go above it so why have the added noise.
If i game the temps go up and the fans only kick in when they actually need to
track me
In amd adrenaline there is a setting where the fans don't turn on until it reaches a specific temperature

Well, which specific 7900xtx do you have? Is it AIB, is it reference design? For example I have a XFX Merc 310 7900XTX and the fans are rarely on, I have excellent airflow in my case and the cooling solution for this card is massively overkill, so the need for the fans to run isn’t very often in my particular use case. Does your card have a “silent” bios option or an “overclock” bios? It isn’t as simple as “my fans never spin” ;)
I have the same one as you, not sure about the bios options I haven't checked, just wanted to make sure it was normal and ok for the gpu health for them to be off on idle since they are for me. It's not that I want them to be on or not, I just want to know generally if they should be cause I have no idea. It's running 35c idle without the fans which I believe is pretty good but just making sure.
