Should I be concern about this warning?

Lately when I tried applying a certificate from LEC it's giving me this warning and there's been an issue accessing the website as well at the same time that it takes too long to fully load a page

It's not a concern as long as you're setting DoT explicitly, it's only needed if you left a client in automatic mode to get the DNS IP from DHCP and then upgrade to DoT through DDR. On the other hand I'm not aware of such client with DDR implementation for DoT (Windows native client have DDR, but they use DoH).
