Yes! The additional accounts need to be paid though. And it’s a pain to manage multiple accounts from one computer in git. So if you want to handle that, go for it. Usually easier to just create org accounts though.
Can you? sure, Should you? Not really! Why would you? a multitude of bad reasons and very few good reasons!
Because my boss wants my github account credentials. If I use my personal account, I'll have to hand over my personal account's credentials to the company. So I made a new account to use only on my work computer.
Now, I'm fully aware this isn't the proper way to handle it. We should be using organizations. But that's not how my company does it.
Plus, my boss isn't technical and doesn't really know or care what git is, never mind github.

Yea, you are allowed multiple accounts anywhere on the inter webs. It's not limited to github. As long as you have a email and password.

They aren’t going to arrest you but I wouldn’t stack up github accounts like pokemon cards or anything.
