BetterTouchTool allows you to ‘Pin/Unpin Focused Window to Float on Top’.

is pin on top or some weird work around?

It’s not exactly what you asking for but here we go. I do that with ARC browser, let’s say you have a video and change tab it will break out the video and keep it on top, you can leave the browser but the video will still be active and on top. You can’t install apps like Chrome even though it’s built on chromium, not sure what the issue is, maybe privacy thing. Sorry again not exactly your ask. It’s worth checking out 🙂

The OS itself provides a “picture in picture” floating window for videos, usually invoked by right-clicking the video window (sometimes twice to get past a site’s unique menu and to the system’s menu). I don’t know if that could work (or be accessible) for what you’re trying to do but could be worth a shot?

Yep, try right click on on the video there might be the Picture in Picture option

Unfortunately, I am watching a service with subtitles (Viki) and the subtitles don't show up on the PIP-ed screen. 😭

Also PIP doesn't seem to work for Netflix? 🤔

Using Mission Control Workaround

• Open Mission Control.

• Drag the app window to the desktop where you want it to appear on top.

• Right-click the app icon in the Dock, choose Options > Assign To and select All Desktops.

This will make the app stay on top of all other windows when switching between desktops but won’t technically keep it on top of every single app window if other apps open full-screen.
