What level should I be when I'm in act 4?

Check the area level you are in. You should be somewhere (+-) 3ish from that.

Press tab so that the mini map is right on top of you. The zone level is displayed at the top-right corner ("monster-level"). You should be around that level.

anywhere from 29 to 34 going in, then it doesn't matter too much.

If you feel too weak, farm the dried lakes over and over till you feel strong enough, you can realistically do it till about 38-40. You should probably farm it till like 36 on average though.

as specte said, +/-3 character levels from the area level you're in. if you really wanna be militant about it, google poe exp penalty or poe exp and loot penalty and click the link from i-volve.net; you can put in area level and char level and see what the exp / loot pen is.

the only reason that (not really) matters is because after a while the differential increases. so by time you get to sarn ramparts (alvl 55) you can be +/-6 levels, 7 really cos 3% exp pen ain't shit.

but i think the guiding principle is what areas do you clear fastest, can stay alive in.

You should arrive at a4 around level 30 and you should be finished it at around 37-38
