How Does Minion Level + On Rattling Sceptre’s Work?
Basically I’m wondering if there are level bands for the different tiers of minion level like for instance:
Minion level +1 would be like level 1-20 or something and then post level 20 Minion Level +2 becomes available.
I hope this is clear, I just want to know when I should start trying to fish for a decent Sceptre.
It's by item level. As the item level goes up, the + to skill goes up.

I think I've only seen +5 on ilvl82+
I'm detonate dead though so +40% minion HP is considerably better than just an extra minion level.
My 81 sceptre has +5, and I have found 82 sceptres with +1 and +2. The ilvls in this game make no sense to me.

It levels up all gems associated with minions in the same way that getting a new skill gem does. All of my current skill gems are 19, but with +minion level items, I now have them at 28. They are the biggest dps upgrade for the class.
