Is upgrading level of granted by weapon skill possible?

Hello guys
So I have scepter with (I believe) cool modifier of granting +1 to level of all minion skills I have but the problem is this scepter grants just level 2 of skeletal warrior minion. Is there any way to upgrade this skill's level or I need to find another sceptre with better skill and such modifier (or just use orb of augmentation)?

It’s a flat value on top of whatever the level of your skill is.
So if you have “summon dog” lv 1, +1 will make it level 2.
If you use a higher level skill gem, you can upgrade your dog gem to a higher level.
So you could use a lvl 7 gem to upgrade the skill and then the +1 bonus will make it level 8 overall.
If you want more levels on your modifier you will have to wait until you reach the character level where better versions of that affix drop.

The problem is sceptre grants level 2 of this skill. I tried to upgrade it with gem to better level which resulted in having two same skills (one from sceptre and one from gem). I got few times sceptre with this skill at higher level but without this modifier so I would rather upgrade level on this specific sceptre if that's possible instead of rolling for the modifier with orbs of augmentation
