It doesn't. What does dim the whole screen is ASBL, and that has to be disabled through the service menu. I've tried it personally, Logo Brightness only dims some areas of the screen indeed. Pretty sure sometimes ASBL and Logo Dimming trigger at the same time, that's why people thing the latter dims the whole screen.
I turn on Logo Brightness on and off and my screen dims when on. What is this ASBL setting you mention?
I have mine set to high and don't notice a difference in the whole picture but also, have had it set to high out of the box without hesitation. I see all the complaints about ASBL and have never noticed it being too aggressive. It just comes down to the content. Keep mixing it up and enjoy your TV.

Its suggested in general to set it on low
