Likely Larian couldn't do this themselves due to ongoing agreements with Wizards/Hasbro, so they hoped the community could figure out how to do this themselves.
Now that pandora's box have been opened, Larian can support it officially in future versions.
It could've also been so Larian didn't have to bother officially supporting level editting and all that that probably comes with.
And now the Hasbro will probably send the Pinkertons after the person and or people who made this mod. Like they did with the person who mistakenly got a Magic the Gathering pack or box before the release of the set.
Also think it was really hard to fix for console. Dos2 has this on the PC version but the consoles they couldn't get it to work properly so gave up. They may have had the same issues here as well.
If one hasn’t been made already, I hope modders get around to raising the level cap, and implementing those sweet high level spells and abilities. BG3’s low level cap was the only major complaint I had.
Just chiming in to say there have been mods that do that around for a while, as well as add new spells, abilities, and entire classes and races. If you're gearing up for a new playthrough, I'd recommend playing around with some mods to change things up.
This is really awesome. We will probably be able to get custom campaigns now.
Really amazing. What a BG3 parting gift from Larian. This will ensure years and years of mods.
I’m totally looking forward to the inevitable total overhaul grand campaign mod that I can sink tons of hours in.
Heck, what if people starting to mod/remaster previous Baldurs Gate titles in the BG3 engine…or even something like a proper Dragon Age sequel.

What’re the odds Wizards/Hasbro tries to shut this down
Who knows. I'd suggest doing a backup of the current version of the toolkit and the mod itself. Preservation will ensure it never goes away.
