I've played all From games but never did magic, first time for everything lol. My question is does the casting time ever speed up? Can I upgrade it somehow?

Also, how can I find more Incantation vendors? I found quite a few sorcerery vendors but only 2 for Incantations in Roundtable Hold and both have terrible Incantations.
