Go to main menu and change the language to English its not a file thing it’s just the game is set to a different language
I found a fix. Pretty much I was stupid and was checking the fitgirl repack location. You put steam in your desktop and click open file location. The steam_emu file should be there. Find language and change it to "english" and it should work.

There should be something called steam_emu.ini in the game folder. Edit language to English in that.
