no there is no performance gain from 32 to 64 in gaming. but in other very heavy ram tasks, then ye maybe.
Yes, unless OP wants to use his PC to edit those professional level 4k/8k videos, there is little to no reason to go 64gb RAM purely for gaming/misc stuff.
Edit: In case of misunderstanding, 32gb RAM is also good enough for 4k/8k editing if you are just a hobbyist and don't mind the time spent editing. For example, I edit my drone footage with just 32gb of RAM on my PC and it's doing a good job. But for those who earn money doing pro level video editing, 64gb or more RAM is definitely recommended because every second you shave off here and there editing means more $$ earned.

Some games (e.g. Forspoken, The Last of Us Part I) are recommending large amounts of RAM, presumably because they were designed around console asset streaming direct from SSD to GPU VRAM (that's only recently come to the PC in the form of DirectStorage). Consequently, I'd expect such ports to pre-load assets into RAM when configured for Ultra. Note that "free" memory will not be wasted with modern OSs - instead, it will be used for disc caching.
64GB of DDR5 is almost exactly double the price of 32GB, so if the extra money is a relatively small part of the overall build cost and a saving isn't necessary to prevent meaningful sacrifices elsewhere, I think it's worthwhile - for the sake of keeping more memory slots free for future expansion, if nothing else.
