Throttled is the reason why it's not running at full clock speed.

In this case, the application using the card has changed the clock speed. The standard clock speed for a 950 is 1026 I think so the application is probably boosting the clock? Or reverting a pre-overclocked card nearer to stock speeds

That seems like the best answer. I was going to suggest unlocking the card https://www.reddit.com/r/unRAID/comments/dm2phn/unraid_680rc1_wnvidia_remove_2_stream_limit/

But my 1080ti shows a different message for throttled before the patch kicks in.

Everything looks fine. Throttled just means the card isn’t being used at full capacity.

Most likely your users are not actually needing the card to transcode because the transcode buffer is maxed out or they’re near the end of their movies/shows and it doesn’t have anything left to transcode.

The P-state is the thing to actually look at, P0 is full use and P8 is idle

But it’s changed now. You need to update to a beta to get access to it.

There is a script in here that you can use that will check for active transcodes and if there is none chnage the GPU to throttle. I have been using it for a few weeks now and it's great.

So, the temp shows 25c/101c - does that mean temp on the card is getting that high? It would explain the throttling because of temp.
