What would be the best cou cooler on a reasonable budget for a 12900k?

You'll want a 280 or 360 AIO ideally.
The Arctic Liquid Freezer II line is a good choice. It's $110 for the 280 and $140 for the 360. The performance difference between the two isn't huge so the 280 would be good depending on case comparability.

Since you seem to be at least a bit budget conscious, why are you going with a 12900k instead of a more reasonable 12700k? Just wondering what the use case is.

Are you overclocking?
The logic here isn't quite sound, I'm not sure why you would want a budget anything with a 12900k which is a budgetless CPU.
You should be shopping top end coolers like NHD15 or 280/360mm AIOs. Getting the largest cooler you can fit in your case would be ideal if you intend on overclocking.

Then you have the well known coolers like NH-D15 and Dark Rock Pro 4 if you want the brand power and higher thermal capacity.
I just finished my build and have a 12900k on a Z690 MB with a 3080 suprim. I use a 240mm deepcool and I was worried about temps but honestly unless you're rendering you'll be fine with a 240mm aio
