Mesa has improved proficiency with secondary weapons, and gains a health bonus at the expense of not having a melee weapon equipped:
- +15% fire rate with dual wielded sidearms.
- +25% reload speed for one handed sidearms.
- +50 health when no melee weapon is equipped.

Since when did they make ballistic battery good? Like this is basically OP now. Seeing what the wiki said I did a bunch of tests myself.
Like the wiki says, it adds to your base damage ignoring base damage modifiers. However, anything other than base damage takes this bonus into account (crits, phys/elemental damage mods, whatever) EXCEPT MULTISHOT. Only one projectile will be affected, but 5000 base damage (easily 8000+ with mods) is well worth.
Testing with Aegrit and Tysis seems to show that it affects one projectile for the entirety of its lifespan, Aegrit's initial projectile which usually does negligible damage hit for thousands on Heavy Gunner, and since the base damage was boosted so much the explosion deals similar damage to the direct hit. The explosion visibly benefits from it as well, but with its high base damage plus Hornet Strike, the damage gain is less than most would get. Still with my 8000 Ballistic Battery, it turns out to quadruple the damage.
Also tested with Tenet Plinx for the unique multipliers on its alt-fire, they multiply damage from Ballistic Battery as well.
Proboscis Cernos' tendrils seem to be unaffected.
Since there is a cap on how much damage can stored per instance, the best ways to build up charge are high fire rate, AOE, and multishot; damage from status effects also create more damage instances to build charge. Since the damage bonus itself is unaffected by base damage, fire rate, and multishot; the best ways to maximize the bonus are with high crit weapons, precise weapons for headshots, or AOE weapons to deliver the bonus to multiple enemies, damaging status effects are also quite powerful with the bonus.
Mesa's Regulators are unsurprisingly the perfect weapon to max charge in under a second. You can also cast and deactivate the ability during peacemaker without a casting animation or even interrupting continued firing, so you can have random massive damage shots if you can manage the energy drain.
I believe the Ballistic Bullseye augment it now a flat Crit Chance bonus that scales with Ability Strength, though I don't have it to test. If this is true weapons like Bubonico alt-fire would have strong potential.
Stahlta and Trumna alt-fires have hight Crit Chance and Damage plus a large explosion area and high status chance, giving high potential for extreme damage and crowd killing.
I kinda made a mess out of dumping my findings and I'm almost positive I forgot some notes but this ability has some serious potential now and it's been fun imagining the possibilities.
You could say I went "ballistic" testing out all these possibilities ;)

I never specified but if you're wondering I have found that Ballistic Bullseye is a flat crit bonus. That plus its ability strength scaling can easily allow for guaranteed crits across the board.
A great way to make more out one empowered shot would be subsuming Breach Surge onto Mesa.
Having just gotten Azima I can now confirm its alt-fire is NOT affected by Ballistic Battery.

With 200%+ AB Bullseye crit damage and Hunter Munitions would be very effective
Testing with Euphona Prime's massive falloff and it seems Ballistic Battery was unaffected, doing full damage at longer ranges. The same applies to Volt's passive as well.

I think it needs to lose its damage cap, something like you get 5sec to do damage, and then the next shot will do the same amount of damage as the total 5s. so like u can do a finisher and do in the millions and then take out the bramma or some other AOE wep and one-shot everything. maybe as an augment that would make the ability useful.
FYI I don't recall seeing anything in the patch notes but I just realized that her 2&3 skills both make her vulnerable while in operator mode now I'm guessing something changed when Mesa Prime released
warframes that have an active ability at the moment you use the operator gain 90% damage resistance (or so) instead of immunity
Question for her 3: My range is at 4.4m, does that mean damage from >5m is not reduced, or is it simply not reflected but still reduced?
3 range is the range at which bullets will reflect outwards, if a lancer is 3m away and shoots you, and another lancer is 10m away, both lancer's shots will reflect to the closer enemy, you will have DR against both
i know 100% that the DR always applies regardless or range, im not 100% sure on reflect range, however, the reflected damage is irrelevant
I'm able to apply mods to the Regulator pistols in the loadout directly, is that a new thing? The Peacemaker ability is written like it uses the mods on your equipped secondary weapon.

I was wondering how Magnum Force( +66% Damage, -33% Accuracy), effected the Regulartors when I came here. When it is equipped the accuracy goes to 20.2%, but I was wondering since it used in the Peacemaker ult ability wouldn't it make it just as accurate anyway? Or would I miss like every shot using peacemaker if I wasn't right up next to the target(s) I am killing?
It doesn't seem to make a lick of difference since you're aimbotting.
The +50 HP was changed to +30 in one of the patches i do believe. It's still +50 under the ability tab.

Contrary to popular belief, peacemaker can target invulnerable enemies but hit point will be 0, there are few exception like corrupted enemies that were at the moment of being corrupted by the void during fissure missions. or capture targets.
Contrary to popular belief, peacemaker can kill the stalker even when you are the target, as long as you are far out of the despel's range. (I did it before)
Peacemaker can Target Mirages Doubles, leading to a mass emmission of lead into thin air, as well as shrinking your target reticle.

Does the Stalker also count for the Shadow Stalker in Mesa's peacemaker ability not being able to hit him? I'm pretty sure I managed to kill the Shadow Stalker with peacemaker.
Warframe abilities can affect Stalker, which also includes Peacemaker. It's just that, Stalker (whichever versions) will prevent you from using your powers by "force nullifying" them.
Frost's Snow Globe and Nova's Molecular Prime can still affect Stalker and he has no way of removing them.

Do note, I beleive Pistol Amp is an addative damage increase, so corrosive projection would actually be better.
It does not matter to Mesa, Corrosive Projection or Shield Disruption, e.g. just used Pistol Amp to kill lvl 100 Raptor in the last sortie with ease.
Does anyone know how does the mod Magnum Force works with Peacemaker?
Given Peacemaker's pinpoint accuracy, Magnum Force's accuracy reduction wouldn't be as severe as say, using it on a Detron.
(100, ergo accuracy is presumably reduced to 66 with a maxed out MF, which is still pretty high)

Not exactly sure if "Peacemaker cannot target the Stalker" also considers Shadow Stalker, but I was able to target Shadow Stalker with Peacemaker. Stalker does dispel my Peacemaker, but there are brief times where he does not have time to dispel, letting me use my Peacemaker and annihilating him.
