Acquisition
Harrow's main blueprint is awarded upon completion of the Chains of Harrow quest. The Chassis blueprint is acquired from defeating Void Fissure enemies, the Neuroptics blueprint can be found from Rotation A Spy vaults on Pago, Kuva Fortress, and the Systems blueprint is rewarded from Defection missions on Rotations B and C. Both Neuroptics and Systems can also be obtained from Rotation C Kuva Survival on Taveuni, Kuva Fortress. Tips
- Harrow's ability kit allows him to make use of Critical-focused weapons, especially ones that benefit from headshots:
Condemn binds enemies and exposes their heads,
Penance increases weapon reload speed and fire rate, and
Covenant greatly increases Critical Chance especially on headshots.

use Volt. he makes small work of that mission. Wisp is also a great option.
From my testing it looks like recasting his 2 while it's active doesn't apply any new conditional strength you have on recast. you have to wait for the duration of the previous cast to end and then recast it. for example say you cast his 2 at 100% strength, then proc growing power and recast at 125% strength, you'll only extend the duration without benefiting from the increased strength. I hope someone adds this to his wiki page.

Does Nourish increase the energy gained from his 3 Thurible? I think that might be an interesting health tank build combined with Penance's life steal, Quick Thinking and Energy Siphon as Aura.
Not as good as the Pillage build, sure, but still interesting.
Since day one still my favorite frame.
He's also one of those main character warframes, like Kullervo and Baruuk.
Harrow is (unlike protea) very much how he is in the quest
Harrow shows stuff in the quest, and follows up on it. Protea... shows stuff in the quest, and gets dinky little turret, some shurikens, an almost useless ability, and an... energy pad?? Don't get me wrong, Protea's kit is strong as is and she can handle level cap. But it's fucking disappointing what they did to her. Could've done a time slow, a time reversal (on enemies... it's so wonky on yourself...), a cooler version of expedite suffering, maybe some unique buffs like condensing buffs down to just one second, but multiplying their effect by the remaining time. They could've done a time stop, kind of like Limbo's bubble thingy. They had literally EVERYTHING they needed to cook up the most fun warframe to ever be released. And they make fucking Engineer from TF2... dropped the ball harder than Bungie did to Destiny 2.
His condemn does not work the way other abilities against eximus, sure they are immune to the cc part but they also dont give sheilds when hit by the wave which is inconsistent with how other abilities interact with overguard

Also, I REALLY recommend the casting speed archon shards.
I really think that his 3 should give "some sort" of bonus for overcapping on energy. It a bit silly restoring half my max energy per kill when you only have to cast once every 30 seconds because buff-frame.
Could ether go down the route of giving more of what he wants, such as 5% of excess energy it tries to restore is converted into Ability Duration for a while... Or it could go down the route of giving him utility he doesn't currently have, such as it converting to Movement or Parkour Speed...
Maybe it could be an augment bonus if his base skill doesn't need any direct buffs. I just think it'd feel better to use not seeing +30 Energy, +30 energy, +120 Headshot energy, +120 Headshot energy, +30 Energy.. going to waste 5 times a second.
Ohhh... Or maybe instead of a buff it could be an active effect like doing pulses of damage around him... This could result in some funny alt-builds for him. Like dumping duration in favor of building range and strength, dumping your entire Primed Flow energy bar into his 3, getting a headshot, and turning into a budget roomnuke-frame..

Or maybe you're mistaking Harrow "giving buffs" as in effects which boost the power of himself and teammates, with "getting buffed" as in a balance patch to improve his effectiveness.
For your last point, just subsume Thermal Sunder from Gauss over his 1,2, or 4. "budget nuke" build unlocked.
Harrow is the only (I think) Warframe that deals no damage at all with his all abilities.

To calculate for Covenant use this formula
((50 - (no damage headshot bonus ÷ 4)) ÷ percent for damage taken x 100 = how much damage needed to hit max
So for an example ((50 - (47 ÷ 4)) ÷ 3.5 x 100 = 1092
(removed after the decimal)
Just got Harrow neurotics on Pago, Kuva Fortress spy mission, only doing 2 of the 3 data vaults. Looks like, if you hack correctly the 3 of them, u never got the neurotic, at least my RNG worked like that
Neuroptics is on rotation A. You only need to hack 1 vault to roll a chance for it. Doing more vaults doesn't affect the RNG at all.
Harrow prime was my worst waste of money
But you have to continually kill things in order TO heal and support your team instead of the team doing that. It makes no sense to me as a newbie to the game. Why can’t he focus solely on support rather than having to make headshots?
^I mean, you can stilll play like Trinity if that's more your thing, just corner supporting without much effort. Harrow is a pro-active, offensive support centered around headshots to pull his abilities off properly. It's legit the "I don't wanna play a Support" support. If you've ever played other team games, especially stuff like mobas and hero shooters, you have noticed not everything is the Mercy type of support where you just stand back and throw free healing. There's plenty of concepts like "deal damage which in turn enables healing/heals allies passively". Hell even games like WoW have stuff like this. Paladins rely on hitting stuff to keep up their mana and trigger their powerful procs when played as Healers. But - back to Warframe - the point is that you have other options to play if playstyles like Harrow don't make sense to you. I personally love the shit out of him. You don't feel like the team b*tch running behind them giving out healies and energy from your basket and tap out at any kind of serious opposition. You go in, buffed up like a madman, and start popping heads and taking names, which in turn triggers your support spells. It's a very intuitive way to allow people who generally dislike being JUST supports to actually still have a support frame to play that they like, instead of being forced into something they don't. And with the way Harrow is considered the best support bar almost no other overall, I'd say the hugely succeeded with him. He's fun, he's skill-based in many ways - management of buffs, headshot reliant, no offensive spells just CC unlike I think any other frame out there, forcing you to rely on your gunplay a lot more than, say, something like Saryn or Mesa. Ironically Harrow is more of a "gunslinger/deadeye" than Mesa as he's reliant on Headshots while she's more or less a bogstandard AoE frame. No shade towards mesa fans but it really does feel like that to me.
