Yeah, this is intentional.
I mean, don't get me wrong- kinda sucks in a way- but since it can easily offset Arcane Energize as it is makes it pretty worthwhile in my opinion.
Like- I wouldn't use 5 Amber Shards to do this, but just one? I can see that being useful. Especially if it frees up some other slot... for something like Molt Vigor, perhaps?
Two energy effectiveness is honestly pretty good if you really need energy that badly. That's 50-62.5 energy from a single orb, which stacks from eximus, mercy kills, and even deth cube generators. Given, sometimes you need to keep energize or equilibrium if it's that energy hungry but so far I've really enjoy having 125% increase to compensate blood rage.
