Comet Shards are Corpus capsules launched by Icedriver points-of-interest in Empyrean missions. These capsules will home-in on Railjacks, similar to Corpus Ramsleds, and will freeze the Railjack on impact, severely incapacitating it. While frozen, the Railjack will be slowed considerably, along with Battle mods and boosting becoming disabled.
Cephalon Cy will announce when a Comet Shard has been deployed, and if the Comet Shard has either been successfully destroyed or makes contact with the Railjack.

This is the icedriver Point of Interest / Priority Target that spawns Comet Shards. I was able to find them pretty reliably by going to Lu-Yan in the Veil, although they can spawn in other proxima regions as well. Just keep resetting Lu-Yan until the icedriver is one of the two priority targets. I got it to spawn in 2 out of 4 attempts so it shouldn't be too hard to find.
Once the icedriver spawns, just get within about 2000m of it with your railjack and it'll send out Comet Shards every so often. Be sure to slow them with Amesha's 3 for easy scanning. Hope this helps!
