Grineer seem to launch them more often than Corpus, so those would be the better bet.
Honestly, it should be able to happen anywhere. I'd start by moving your gunner(s) to another position and doing a couple of Earth Proxima missions.
If it doesn't happen on Earth, hit up Saturn.
