Yes, the regen from the mod is affected by Nourish.

It amps all sources of Energy Recovery, except from Arcane Energize.
This includes (some examples):
Energy Pick up (orbs, Energizing Shot).
Direct Restoration (Energy Vampire).
Conversion (Mods like Rage/Hunter Adrenaline/Equilibrium).
Regen (Zenurik, Exodia Brave, Energy Siphon, Wellspring, Rally Point).
Death Orbs (Void).
On kill (Harrow/Sharpshooter)
Passives (Zenurik Energy Pulse).
Emergence Dissipate.
Energy Pads.
All sources of Energy gain are increased by Nourish. Energy Siphon is no exception.
