- Shield regeneration delay reduction is capped at -80%.

Personally, "Shield recharge delay" is amazing, it feels nigh-immortal with both [Fast Deflection] + [Vigilante Vigor]. You kinda feel like a Humanoid Railjack.
Until you get a status effect like slash or burn and then you die like a ant. It works until a certain point and still you need rolling guard or something that removes status effects. that is why it's not good.
Status Immunity, and Status Resistance Mods exist.
Also, this is like saying, "Why use mods, when Steel Path can just kill you instantly?"
Or, "Why use weapons, when the enemies can just regenerate anyway?"
Or, "Why use armor mods, when the enemy can just kill you instantly anyway?"
My guy, being able to become immune to one-hit kill attacks is a good thing.
Pair it with [Primed Redirection] and you become nearly immortal.
Gyre is another candidate to which this mod, if the space is available can work with.
Added Caliban to the list of Warframes with similar max Shield and Armor values. With Caliban's 3rd ability and the necessity to spam abilities, there will be moments when you do not have your Conculyst and need those shields recharged. Arcane Aegis a good for Caliban as well.

That's Rebecca's character. She has an exclusive Warframe too, and it's the Lotus.
Is this basically a necessity with Hildryn?
I still haven't got her yet. Lotta work to just to level up Solaris, but damn I want her!
It's not a necessity, but it's a convenience. Hildryn's 2 (Pillage) can regain a ton of shields and Overshields from nearby enemies, as long as they have either shields are armor to strip.
Hildryn is currently absolutely broken due to her interactions with energy siphon mod, basicly making her immortal, she literally can't die since her passive sheild gating makes your immune indefinitely from energy siphon which regens her shield instead of her energy.
I don't even think this mod is needed because of energy siphon
Energy Siphon does literally nothing on Hildryn.
It's picking up ENERGY ORBS that resets the shield recharge timer.
Energy siphon used to regenerate shields on hildryn for quite some time, which practically made her invincible.
That was fixed a few months ago
Nova shouldn't be on that list; she's one of the most durable frames in the game. You may as well put Trinity and Gara in the list as well if Nova's there.
That note was made long before people knew that Nova's Null Star had built in damage reduction.
Mag also shouldn't be in this list; Mag's 4 (Crush) gives her and her entire team massive amounts of shields and Overshields. If you're wasting a slot on Fast Deflection, you're doing it wrong.

This or Redirection?
Redirection. Shield recharge rate is 15 + (5% of max shield) per second. On Frost Prime for example, Redirection actually increases shield recharge rate more than this mod does.
Redirection increases Max Shield while this improve the Recharge rate.
If you do math, you would see that increase maximum shield does NOT make the rate to 100% faster because the formular is 15 + (0.05 * Max_shield). Meaning that you recover your shield a bit more than 5% per second - so it takes approximately 15 to 20 seconds to reach 100%.
Nothing equipped: 15 + (0.05 * 300)) = 30 (per sec)
(max rank) Fast deflection equipped: 30 + (30 * 0.9) = 57 (per sec) --> 5.26 seconds to reach maximum 300 (100%)
(max rank) Redirection equiped: 15 + (0.05 * 740) = 52 (per sec) --> 14.23 seconds to reach maximum 740 (100%)
(max rank) Both mods equiped: 52 + (52 * 0.9 ) = 98.8 (per sec) --> 7.48 seconds to reach maximum 740 (100%)
I will use this mod on my frost , vs infested and no redirection , my high range , high duration globe fitted with chilling globe , should give me the downtime to dash in , recharge and dash out .
Alternatively, health scales better against the infested especially with Life Strike.
Please Prime this mod. it would definetly change things up.

Shield Regen Formula (per second):
Where max_shield is your maximum shield (including mods and buffs) and shield_recharge_mod is Fast Deflection. Shields start recharging after 3 seconds of not being hit.
Do these recharge mods recharge shields at a % rate or a fixed rate? (like 5% every 1 sec or 5 "10 shield" a sec?) I recall on my lower shield frames that this almost "insta-recharged" my shields whereas on my higher shield frames it almost seems to take twice as long.
Can anyone give us some real #s?

why oh why is this mod so junk
depends on how you look at it i suppose. the game is fairly fast paced and you rarely get the time to just sit in cover long enough for a high shield character to regenerate all of their shields. you do get small breaks here and there where the shields start recharging. getting almost twice the shield amount back in those breaks can be a life-saver.
however, with things like guardian on the sentinel and so many other mods to choose from to make a frame more powerful this may not seem worth it to many people.
Sure, for some squishy warframe with little shield.
It's not, this mod is quite underrated. Try using Melee weapons with it, I managed to survive 20 minutes of Survival T4 with my Nyx Prime and her Scindo Prime, only with this mod and blocking.
And I can last 20 minutes in t4s with an unranked Mesa with a melee weapon as well. Your point?

Specifically it increases the rate at which your shields recover AFTER they've already started the recharge cycle.
It has no effect whatsoever (at least as far as I've seen...it's always possible they could ninja-patch it in at some point) on the time window you have to not take damage in before your shields can recharge.
I.E. if you have to wait 3 seconds before your shields can recharge, you will STILL need to wait 3 seconds before your shields can recharge even with this mod.
It still retains some use on high-shield warframes who want to re-engage in combat earlier (higher shield amounts can take quite awhile to recharge all the way, especially when under continuous fire)
