As from the patch notes, completing a weekly Archon Hunt will give you 1 Shard. When Kahl's shop opens up, you can only buy 1 a week from there as well. The problem here is being restricted to 2. If DE increased the amount to 5 a week, that would then take 50 weeks. A whole year of farming Shards is still a long time, but making it take over 2 years to get 5 Shards for every Frame is just way too long.

Uhhhm, i think its mean to be super end game content to customize your favorite frame. So unless you play everysingle warframe in the gaem religiusly, shards wont even be a problem.

Most normal people will only really play 4 or 5 frames that they really like

What about if you want tauforged shards? 20% drop rate from Archons.
Personally I don't see it as that big of an issue. You can always take shards off of frames (and the resource cost needed to do so, Bile, is perfectly manageable so long as you don't do it en-masse), and while you can choose to kit out each and every frame with a shard....do you actually use every single frame? Like, yeah, sure, I get it, completionist's sake, but I'd prioritize the ones I actually use (which is a batch of about 5-6~ or so, and that's frankly being generous) and then expand out from there for more niche uses.
you don’t need to put 5 shards on every frame. you don’t even need to put shards on every frame at all! you can just put them on a few frames you like and switch when needed
nobody should be using every single frame to their absolute best forever. that's a surefire way to go insane.
It's actually kind of cool to think that in around a years time I'll likely have over 100 shards if I kept up every week.
Realistically, people won’t be doing this. There’s only a handful of frames that people will frequent and commit so much into. I’m even struggling to find Warframes to put Umbra Forma into, which is a rather similar investment system (and I consider myself fond of more Warframes than others).
Even then, it’s still meant to be a long term goal for people to chase.
